A River Fails Twice: First the Freight, Then the Power
On 3 August the Romanian Navy detonated 180 kg of explosives in the Danube to push water toward a nuclear plant's cooling intakes. The same missing water that stalled the barges is now throttling electricity.
What changed
On 3 August, Romanian naval engineers detonated 180 kg of explosives in the Danube's Bala Canal, blasting submerged rock to redirect water toward the cooling intakes of the Cernavodă nuclear plant. Reactors in Romania, Hungary and France have reduced output; Serbian hydro likewise. The Danube is running at roughly a third of its July average.
The mechanism
Rain doesn't fall → the river drops → the plant loses cooling margin → generation is curtailed → the price of power is set by rainfall rather than fuel. This is the second failure from the same cause we documented a week earlier in freight.
Why it matters
Water depth sits underneath both logistics and generation and is priced as neither. A state dynamiting its own riverbed to keep a reactor online is the clearest available evidence that "fixed background conditions" in exposure models are, in fact, weather.
